Dover Township:
Former Senator John F. Russo has told Citizens Alert leaders he will
support the change of government proposal appearing on the ballot in
the November election.
Russo
said the community has big problems that the current majority on the
township committee has been unable to address because of an outmoded
structure which is out of focus.
He said
the present process of selecting the township’s mayor, a procedure
which has given the local government three appointed “mayors” since
the beginning of the year, needs to be reformed. If the question
passes, a new mayor with focused authority and a four year term would
be elected by the voters in the 2003 election.
Four
Ward Council Members Would Bring
Government Closer To The People
A new
seven member township council, four of whom would be chosen from wards
with smaller constituencies, would also be elected to bring a major
part of the new government closer to the people in a community which
has now nearly reached a population of 100,000.
Senator
Russo sponsored landmark legislation including the New Jersey Local
Budget CAP law during an eighteen year legislative career which ended
when he retired undefeated in 1980.
Legislative Districts Illustrate The Absurdity
Of Special Interest Objections To Wards
Senator
Russo’s endorsement of the change of government in Dover Township
illustrates the absurdity of bogus objections raised by special
interests regarding the four
district Wards which are an integral part of the government change
proposal.
Senator
Russo did not run at large for the entire state. He ran in a
legislative district, one of forty in
New
Jersey.
If It
Were Not For Districts, Budget Cap Law
May Never Have Been Passed
If
the
legislature was not divided into districts, we might never have gotten
the local budget CAP law or other landmark legislation authored by
Senator Russo, who would very likely not even have been a candidate if
every legislator ran at large, rather than districts which bring the
state government much closer to the people.
Citizen’s Alert spokesman Angelo DiGiovanni said he was “delighted”
with the change of government endorsement from Senator Russo which, he
said, “comes at a crucial juncture in our campaign to rescue Dover
Township”.
