Council Government, Tax And Spending Increases In Manchester Have Been
The Lowest In Ocean County, Less Than Half The Increases In Dover
Township
In the 1980’s, Manchester Township was awash in political patronage
just like Dover is now.
The township spent large amounts of taxpayers money every year that
went to pay off cronies of the political bosses - just like they do
in Dover now.

The Manchester Mayor was Joseph Portash. Then he appointed himself
township administrator at a big salary.
Sick And Tired Of Being Ripped Off
Manchester residents, the majority of them seniors, got sick and tired
of being ripped off by their own local government - just like they
are in Dover right now.
They started a referendum to change the government, and the political
bosses fought tooth and nail to keep it off the ballot - just like
they did last summer in Dover.
Developers & Political Bosses Lied - Just Like Dover
Then the developers and the political bosses started lying about the
cost of the change and misrepresenting the facts - just like they
are lying in Dover right now.
But Manchester citizens didn't buy the lies - and they voted to change
the government to an elected mayor and council. And they have never
been sorry.

Local government got cheaper, not more expensive, as soon as the
politicians stopped paying off their cronies.
Portash
stole millions, the full extent of which would not be known if the
government hadn't changed.
The change however, would have been beneficial to Manchester in any
event.
The Observer says it will be beneficial in Dover if citizens can think
past the cascade of lies being circulated by the developers and the
political bosses.
