Part I - Change Of Government Campaign Funding
Luthman And DiGiovanni, Change Of
Government Leaders In Dover Township, Cite Opposition Financing As
“The Most Cynically Corrupt Group Of Development Interests Ever
Assembled In One Place In Ocean County”
Senator Bennett, Township Bond
Counsel, Apparently Laundered $15,000 Contribution Through GOP
Senatorial Campaign Committee
Dover Township: “The campaign against the change of
government is financed by the most cynical and spiritually corrupt
group of development interests and political bosses ever assembled in
one place in Ocean County”, said Citizens Alert leaders Nels Luthman
and Angelo DiGiovanni.
The change to an elected Mayor and a seven member council was adopted
last week by Dover Township voters, but only after political bosses
and development interests spent upwards of $100,000 in an unsuccessful
attempt to defeat the proposition.
The two Citizens Alert leaders said the special interest attempt “to
buy the election represents a callous and brazen assault on the
integrity of the political process:
- The contribution of $7200 from the
Dover Township Republican Committee was apparently not authorized by
the elected membership of that committee.
- The contribution of $7200 from the
Dover Township Republican Club was apparently not authorized by the
membership of the Republican Club.

Monmouth
County Senator
John Bennett |
- The $15,000 contribution by the “Senate
Republican Majority” was apparently not approved by the Senate
Republican Majority. It was apparently approved and issued by Senator
John Bennett, a Monmouth County legislator, who is employed by Dover
Township as bond counsel and, as such, is paid by Dover Township
taxpayers.
“These three “Republican” contributions totaling $29,400 (roughly
double our entire campaign budget) were apparently never approved by
anybody except a couple of development interests and political bosses.
These contributions are a sleazy insult to 11,000 registered
Republicans in Dover Township who have been lied to repeatedly by
these people who, once again. are trying to buy votes with very dirty
money.”
DiGiovanni and Luthman said they were waiting for the final campaign
reports due on November 25th “to see the full dimensions of special
interest spending on the change of government question”, and would
have more to say at that time.
