Two of the most important factors in the adoption of new government in Dover Township were Manchester government change leaders who gave the whole idea credibility. After the Portash scandals, Ray Noll and Mike Fressola produced a new government in Manchester that has commanded respect and plaudits from all over New Jersey.

Because of their courage (and the courage and persistence of many citizens who worked with them), the Manchester Change was approved, and the hard work that went in to it translated into one of the unique local government  experiments in the recent history of New Jersey.

Ray Noll - What in the world does this smiling retired Manchester couple have to do with the change of government in Dover Township?

If we pay attention and stay tuned in, the connection becomes very clear.

Ray Noll died in June of last year at the age of 89, but his legacy in Manchester Township can be focused in Dover Township as we move into this vital year of transition.

If it were not for Ray Noll, there would have been no resurrection of good government in Manchester.

If there were no resurrection in Manchester, there would have been no counterpoint to outrageous charges by development interests in Dover Township twelve years later that it would cost $6 million to make the change.

Eternal vigilance is the price of liberty. It is also the price of political freedom and economic prosperity. It is also the price of good local government.

Ray Noll knew that, and his hard work in Manchester gave Dover Township the opportunity and credibility to justify the change. Manchester citizens voted to change the government - and they have never regretted it, even for a minute.

Mike Fressola - Mayor Mike Fressola is living proof that his brand of local government not only works, but works a lot better than the Township Committee currently due to expire next year in Dover Township.

Nobody In Manchester Township Has Ever Been Sorry

Nobody in Manchester Township has ever been sorry for changing over from the old township committee.

Non-partisan government in Manchester has worked efficiently for twelve years. And not a hint of any funny business. Manchester’s budgets have grown at about 1 1/2% a year since the change.

Dover Township’s township committee budget has grown at more than triple that rate during the same period.

If the voters pay attention, then government can work the same way it has in Manchester. Mayor Mike Fressola’s excellent record in Manchester was a strong argument for making the change in Dover Township.

But if voters elect the same officials (or their clones) that screwed up the defunct township committee in Dover Township, then they can expect more of the same lunatic government. If you turn to the political clubs, and let them pick the candidates, then you will get bad government  just like you have now.

“This is only chapter one”, Mayor Fressola said. "Citizens need to pay attention, and not leave it to the political clubs to make the important decisions on the selection of candidates."
