Dover: Dissolution of the Dover Municipal Utilities
Authority and squandering of its assets by spend-crazy Dover Democrats
could cause the worst of six financial crises in the township since
1980.
Each of five previous crises resulted in a massive tax increase or a
massive sewer rate increase. This one would cause both.
Candidate-accountant Larsen, who failed to disclose that his auditing
firm was the auditor for the DMUA until December 31, 1996, wants to
liquidate the authority and transfer the agency’s assets to the
township so the new Democrat administration can hide a huge spending
increase and pretend a little while longer the big overdevelopment tax
increase won’t really happen.
Larsen May Have Massive Undisclosed Conflict Of Interest
Larsen’s firm, Jump, Scutellaro & Company, lost the Dover Sewer
Authority account when the firm was broken up after a court battle
over controversial lease payments.
In a very questionable campaign statement a few weeks ago, Larsen
never disclosed his firm was removed from the account in favor of the
surviving partners and employees.
Larsen charged that DMUA books were being cooked by the current
auditor, and authority reserves were being “hidden” to show a
“significant error” of $2,246,022, a charge that turned out to be
baloney. There were no hidden reserves.
The Division of Local Government re-checked the audit and found
nothing at all wrong with it.
What A Phoney!
In fact, the form of the audit that Larsen criticized was exactly the
same form used by Larsen's firm when they did the DMUA audit five
years ago.
Larsen Never Told Anybody His DMUA Tirade
Was Actually A Personal Vendetta
Despite full disclosure provisions of accounting profession ethics
guidelines and clear requirements of the state ethical procedures
code, Larsen never told anybody that his tirade against the DMUA could
represent a personal vendetta and a serious conflict of interest.
If the DMUA was transferred to the township, one of Larsen’s cronies
would be appointed as accountant and auditor for the agency, and if
Larsen’s own prices are any guide, the annual cost for accounting
services would go up big time.
Former Democrat Audits Imply Costs Could
Increase By $100,000 Under Larsen Crony
The vendetta would be complete, and the patronage trade-offs that
would ensue could cost taxpayers up to $100,000 extra, if former
Democrat audits are any indication.

The Democrats tried once before at the DMUA to use agency reserves to
cover up a budget deficit caused by payroll padding and excessive
professional charges.
Democrat Deficit Funding Produced
Biggest DMUA Rate Increase
The result was a $2.4 million DMUA budget deficit and the largest rate
increase in the township’s history, which followed the largest tax
increase ever as the same Democratic administration looted and
plundered the township government.
The Larsen deficit plan was egged on by local Democratic Boss Doctor
John Moriarty, who is frantically searching for a way to keep
expensive campaign promises without having to appropriate real money
to pay for them.
Larsen and all of the other township committee members will serve only
one more year, as township voters, weary of a township committee which
has insulted their intelligence for the past two years, gear up for
2003 mayor and council change of government election.
