Dover Township: When Democrat candidate-accountant
Larsen signed a formal declaration certifying the “statements on this
document are true” and the “contribution amounts received conform with
the limitations designated by law”, he knew the substance of his
declaration was inconsistent with established standards of the
accounting profession.

As an accountant, he is obligated to avoid certifying information that
he knows to be misleading or confusing, and there was plenty that was
misleading and confusing about Larsen’s campaign declarations.

Possible Election Law Violations?
He could - and should have - filed a complete declaration of
contributions from supplicants, job seekers and patronage hogs who
contributed to his campaign - but he didn’t.
He could - and should have - filed a timely and complete declaration
of recipients of payments from the secret contributions - but he
didn’t.
It is not known how many actual violations of the election law were
actually committed by Larsen himself, but there were plenty of
violations of the spirit of the law, which says that full
accountability is the standard. Which it certainly wasn’t in this
case.
Full accountability should be the standard even for an accountant who
has made an effort to lie repeatedly about another member of his
profession - and uses inaccurate information to make political charges
about issues critical to the future of the community.
Broome Brings Proof Larsen Lied About DMUA “Hiding” Reserves

Candidate Larsen, the accountant, compromised his professional
reputation by falsely accusing the Dover Municipal Utilities Authority
auditor of “hiding reserves” in a political press release prepared by
“Doctor” John Moriarty, the Democratic boss and self-styled political
cult leader.
The reserves were in clear sight. Larsen just lied about them. John
Broome, DMUA Executive Director, attended the last township committee
meeting and distributed financial statements which clearly showed
every penny of the reserves Larsen was lying about.
Moriarty “Consulting Fees” ($51,000) Were The
Highest In Ocean County History
Larsen was the sole candidate signatory of legally required disclosure
reports which withheld important details on dozens of campaign
contributions hidden for months before they were finally reported by
Christopher Colavito, one of “Doctor” Moriarty’s employees, more than
two months after the election when nobody was paying the slightest bit
of attention to election law campaign declarations.
Many of the unreported contributions were used to pay “Doctor”
Moriarty the largest “consulting fees” ever paid to someone in his
business in the history of Ocean County politics.
$51,000 In “Consulting Fees”, Much Of It From
Contributions Hidden For Months, Paid To Boss Moriarty
The Larsen campaign paid more than $50,000 in “consulting fees” in
less than eight months directly into Moriarty’s personal business,
“Words, Words, Words”, from a total of four different political action
and campaign committees registered to Dover Township Democrats who are
political cult followers of Moriarty.
The Chairman’s Fund report of January 15, 2003, covering a period from
October 1, 2002 through December 31, 2002, possibly with many
contributions hidden since a month before the election, is required to
be filed by party Chairman Jeff J. Horn, one of Moriarty’s cult
followers, on January 15, 2003, two weeks after the new lame duck
Democrat administration makes its patronage appointments?? We can
hardly wait!!
