Dover Township - Reliable local sources say former
“Mayor” Paul Wnek has used the facilities and personnel of the
Burlington County Highway Department to prepare and launch a barrage
of political charges against employees of the Dover Municipal
Utilities Authority.

Wnek, a DMUA commissioner, is being pushed by local GOP boss R. C.
Clement to become chairman of the Authority when it reorganizes in
February, along with Clement’s wife, Debbie, who Clement wants to make
Vice-Chairperson.
A recent article in OceanCountyPolitics pointed out that Wnek
created an immediate “morale problem” when he was used as payroll
padding to fill the position of “Coordinator” in the local Public
Works Department, a brand new, totally worthless and completely
unnecessary “management” job created for him in 1997 by Boss Clement
and GOP overboss James Holzapfel.
Wnek Written Up In One Of The Few Accurate
Parts Of State
Investigative Audit
Wnek’s previous misadventures were written up in the famous state
government investigative audit which said, among other things, that
Wnek’s job was created without consulting the head of the department.
The state audit said the “coordinator’s” job was “not necessary” and
recommended “discontinuing the position”.

When he became too much of an embarrassment even for an agency that
has trouble getting leaves picked up, Holzapfel and other GOP
patronage traders, concerned about the possible outcome of the 2001
local election, got Wnek another “management” job, this time at the
Burlington County Highway Department, where he is, inexplicably, still
double dipping to this very day with a DMUA health benefits package.
GOP County Chairman George Gilmore had nothing to do with the Wnek
appointments.
Using Burlington Highway Department Facilities and Staff To Prepare
& Launch Political Attacks?
Now, Wnek is allegedly using Burlington Highway department facilities
and staff to prepare and launch political attacks on DMUA employees
for trying to obtain public information to use in responses to alleged
ethics violations by Democratic officials trying to promote an
allegedly illegal plan to dissolve the Authority and turn its
resources over to fund the budget of the big spending local
government.
The DMUA is also preparing responses to a letter from Democrat
chairman Jeffrey Horn, an attorney who is threatening to sue DMUA
employees and commissioners if they continue to criticize the
dissolution plan.

The style of Wnek’s attacks on DMUA employees ("I demand to know who
authorized you to obtain this information. Did you use authority
facilities?) appears to resemble the 1950's style of the late GOP
icon, Sen. Joe McCarthy (R-Wis) who used the employees and facilities
of one government agency to attack and lie about the employees and
facilities of other government agencies - just like former “Mayor”
