OceanCountyPolitics revealed five
days before the recent primary election that Teamster Democrats, who fronted
a telephone and mail campaign to smear GOP Mayoral candidate John Russo Jr.,
may have violated important election laws requiring all significant expenses
to be reported within 48 hours of when they are incurred, if they are
incurred within 13 days before the election.
A week after the June 3rd primary election,
the Ocean County Observer reported that “financial disclosure forms” filed
the day after the election showed “Voters For Responsible Government”, a
group of three Democrats associated with the International Brotherhood of
Teamsters, spent more than $10,000 to smear Russo in his campaign for the
GOP mayoral nomination against insurgent candidate Vance Speirs.
Speirs
knew nothing until after the fact about the smear campaign and repudiated it
shortly before the election.
Teamster/Democrats Sent Out
Three Smear Fliers -
Violated 48 Hour Report Requirements
The Teamster/Democrats sent out three separate
glossy fliers to GOP voters and paid for a telephone campaign to paint Russo
as “a devil” and identifying him with Democratic governor Jim McGreevey.
But the Observer never bothered to add that
the “financial disclosure forms” mentioned in their report were the 48 hour
reports that should have, by law, been filed a week or more earlier, before
the election.
And nobody bothered to point out that postage
costs, possibly as much as $6000 or more, were never reported at all, even
though they were obviously incurred at least a week, maybe as much as ten
days before the election.

48 Hour Forms
The mailers were sent out on Permit #203 at
the Toms River Post Office, a permit which was apparently taken out before
the election by the Teamster/Democrat group. The post office requires all
postage on political mail to be paid in advance, which indicates that the
postage was paid between May 26 and May 29.
No 48 hour forms were filed, before or after
the election, by the anti-Russo smear group.
In several previous articles, OCP
reported “the campaign featured an eleventh hour attempt by Teamster
members, led by Democratic County Chairman and Teamster official Fred
Potter, "Doctor" Furey and Dover Township Democratic Boss “Doctor” Jack
Moriarty to get votes for Speirs with the last minute smear campaign against
Russo.”

OCP
also reported that Democrat Mayoralty candidate John Furey used a six month
old straw poll commissioned by Potter as an excuse to embellish the teamster
smear literature with the dubious claim that he would have beaten Russo Jr.
by 15 points if Russo had challenged him in a Democratic primary election.
"Doctor" Furey released the “poll” four days
before the GOP primary to coincide with the appearance of the teamster smear
literature and negative telephone campaign.
Additional campaign expenses, including the
postage costs incurred by the teamsters group, may be forthcoming after June
23rd when additional disclosure forms, required 20 days after the election,
may become available.
Reached at the International Brotherhood Of
Teamsters office in Washington DC, Todd Thompson, listed as an organizer of
“Voters For Responsible Government”, the smear group attacking Mayor Russo,
said the Teamsters were “not involved” in the Russo attack effort.
