Former Planning Board Chairman
Juan Bellu, who helped wreck the township's open space program
as head of the township planning board in 2002 and 2003, has
been unanimously selected as Chairman of the Dover Municipal
Utilities Authority for 2005.

wife of Dover Republican political Boss Richard Clement, was
selected as the authority's vice chairperson.

The Disaster They Created
"They deserve to preside over
the financial disaster they created," said veteran
commissioner Robert K. Haelig Jr., outgoing chairman, who
voted to appoint Bellu and Mrs. Clement.

After operating in the black for
more than 20 years under Haelig's financial leadership, Bellu
and Mrs. Clement and two other current commissioners, Joseph
Bilotta and Anthony Benyola, adopted policies that gave the
authority a fourth big operating deficit in the most recent
four year period, 2002 through 2005.
The current year deficit
for 2005 of $5.3 million is the largest operating deficit in a
single year for any local agency in the history of Ocean
County.
Haelig Opposed
All Of The Deficit Policies
Haelig voted against all of the
deficit policies, and was on the short end of numerous 4-1
policy votes in 2004 and the three previous deficit years.
