Minutes For 1/22/03?
Another Records Falsification By Gilmore Stooges At DMUA?
OCP would like to
get on with other business, but the comedians at the Dover
Municipal Utilities Authority, the Gilmore/Clement gang that
just can't shoot straight, continue to shoot themselves in the
foot every chance they get.
This time it's another apparent
records falsification: round up the usual suspects, a process
that's becoming a revolving door.
Nobody's going to understand
this the first time around, but back on January 22, 2003, DMUA
commissioners Paul "Wacky" Wnek, Leneord Hedinger and Deborah
Clement conducted an ambush to smear and intimidate veteran
commissioner Robert K. Haelig Jr.

Bungled
The ambush was badly bungled,
but in the process it turned out that Wnek had falsified
important parts of a memorandum he sent from the Burlington
Highway Department where he is employed on the public pad.

In order to cover up the Wnek
falsification and some obvious misrepresentations from the
other two GOP GreedClub commissioners, DMUA attorney Richard
Meinders apparently put the draft minutes of the meeting in a
file in his law office and kept them there without ever
presenting them to a meeting for discussion and action by the
commissioners.

Illegally Approved
Then, at the beginning of 2004,
just before the old commission went out of business as the new
township government organized, Meinders and DMUA executive
director John Broome sent the draft minutes out to the old
commissioners, asking them to approve them by mail or fax, a
blatantly illegal procedure that violates the state's sunshine
law and a whole host of other important regulations.

Commissioner Robert K. Haelig
Jr., who had drawn attention several times to the
misrepresentations from Mrs. Clement, Wnek and Hedinger, and
the falsification of the memo, told Broome the procedure was
illegal, but other commissioners dutifully went along and made
the illegal "approval."
And there the matter sat for
another year. But at the 2005 reorganization meeting on
Tuesday, the commission voted to make Meinders the "conflict"
attorney.
Meinders was replaced in
February 2004 by James Gluck as the regular DMUA attorney, and
this was the usual GreedClub maneuver to give him a
chance to send vouchers in again.
Haelig Warned
Them: What Else Is New?
Haelig brought up the 1/22/03
minutes, noting it was clear, at least to him, that Meinders
and the others engaged in a serious irregularity, and that it
might be best to wait until the status of the draft minutes
was cleared up, before appointing Meinders.
But, of course, they didn't
listen, and Meinders was appointed 4-1, with Haelig casting
the only negative vote as Mrs. Clement, Bellu, Anthony Benyola
and Joseph Bilotta all voted in the affirmative..

The new chairman, Juan Bellu,
suggested belatedly that Broome present a report on the status
of the 2003 minutes at the authority's March meeting.
