Letter Published In The Ocean County Observer
Dover Township: OCP has asked for more
information on the $104,765 "administrator" the Republican
council hired to "administer" the $528,000 community
development block grant when most of the money is handed to
organizations who run their own projects.
Rescue Dover Township council candidate Walter Seymour, a
resident of Holiday City, broke the issue over a month ago at
a council meeting and raised numerous questions about the way
the money was being wasted by the council.

Seymour: "Something Seriously Wrong"
Seymour speculated the "administrator" money for the grant
couldn't possibly represent more than a couple of weeks total
work for the year, and noted the township administrator, who
works full time, gets a salary of about $100,000 for the whole
year.
"There is something seriously wrong here," Seymour said.
Seymour followed up again with more questions at another
council meeting, but has received no satisfactory answers, and
the problem is further compounded by inaccurate claims from
his opponent, 2nd Ward incumbent Councilman Brian Kubiel.

Kubiel tried to defend the expenditure,
saying the $104,765 paid to the "administrator" was spent "to secure the grant and have it
done," a claim that was apparently not true.
The "administrator" was hired
after
the township obtained the grant from the federal government,
and was not a factor in "securing the grant" as Kubiel
claimed, Seymour noted.
In a letter published in the
Ocean County Observer, the
Rescue Dover Township Council candidate said "we
get proof at almost every council meeting that the self
interest of the council members and their political cronies is
more important than the public interest."
The text of Mr. Seymour's letter follows:
I have questioned the Dover township council about their
Community Development Grant of more than $520,000 and the
person they hired as “administrator” for the grant.
The “administrator,” whoever he or she turns out to be, is
getting 20% of the total amount, or about $104,000 for
attending to the distribution of funds in a $520,000 grant.

The township attorney admitted that one of the township
employees is responsible for overseeing the “day-to-day”
operations, but is not the grant administrator.

Once again, it is clear the whole government in our town is
based on political rewards to lawyers, engineers and other
so-called “professionals.”
The $104,000 administrative “fee” for overseeing the
CDBG grant is almost completely wasted in a $520,000
grant. This “administrative fee” cost is an insult to the
taxpayers.
Republican Council Covers Up Spending Disaster: Self
Interest More Important Than The Public Interest
The Republican Council is covering up another spending
disaster. The taxpayers of our community have a right to
expect that every dollar spent by the new government will be
spent prudently, and the taxpayers will get the benefit of
every dollar.
But we get proof at almost every council meeting that the self
interest of the council members and their political cronies is
more important than the public interest.
They all promised to cut wasteful spending and hold the line
on taxes when they were candidates. Instead, they gave us a
huge spending increase and a big tax increase, and never gave
us an explanation for breaking their campaign promises.
It’s clearly time for a change.
