benefit plan to collect cash kickbacks of 25% of the cost of the
second double-dip plan.

Once again, the DMUA is allowing Commissioner Deborah Clement and her
husband, GOP Boss Richard Clement, to put their thumbs in the eyes of
DMUA ratepayers and many township families who cannot afford even one
comprehensive health plan, while the Clements are allowed to scam two.

Over a ten year period, the DMUA wasted more than $400,000 paying for
second double-dip benefits for the Clements, former lottery director
Virginia Haines, former assistant lottery director Carole Hedinger,
Haines neighbor, former mayor Paul Wnek, county public affairs
director Barbara Steele, school board employee Jeffrey Childers,
former Republican Boss William Sommeling and several other
commissioners who should have rejected the second benefit package, but
whacked the ratepayers anyhow, even though they didn't need the
coverage.

Young Republican Chairman Scott Martin has called the double dipping
practice "stealing from the taxpayers.," but Boss Clement never lets
criticism interfere with his own brand of greed.
Boss Clement is a former Dover Township police chief who is remembered
best for keeping a refrigerator full of cold beer at police
headquarters, so officers could relax with a cold brew while on break
or at the end of a hard day.

Boss Clement is now 83, and has been retired for 20 years, but he
still makes the township pay for a "family" package," the one that
includes the insured, his or her spouse, and minor children.
Up The Ratepayers!
The absurdity was compounded every year for about ten years after Boss
Clement had his wife, Deborah Clement, appointed as a DMUA
commissioner so she could get the salary of $2000 annually and join
Haines, Steele, Hedinger and the rest in scamming the ratepayers for
double-dip second health benefit packages they didn't need (extra cost
up to $12,000).

Half An Ounce Of Integrity? No Way!
The new wrinkle would allow the Clements and others to grab cash
kickbacks as bribes to forego the second policies which any public
official with half an ounce of integrity would have rejected out of a
sense of public responsibility.
The kickback to Double Dippin' Debbie and Reckless Rick could be as
much as $2500, in addition to her salary of $2000.
Haelig Votes NO: What Else Is New?
The new policy was approved at a recent meeting, but will not become
official until the commissioners adopt a formal resolution drafted by
DMUA attorney James Gluck at the regular monthly meeting Tuesday,
September 27th at 6:30pm.
Gluck is also a trustee of the County YR's, so it is unlikely that he
will draft anything that is unacceptable to the Clement's.

The recent vote to approve was 4-1, with veteran commissioner Robert
K. Haelig Jr. casting the only negative vote, and Juan Bellu, campaign
manager for the current Republican council slate, and Joseph Bilotta,
membership chairman of the Boss Clement Republican Club, casting two
of the affirmative votes.
Effect On The Election? Probably Not
It is not known whether the double-dip DMUA vote will have any effect
on the November election when four of the Republican council members
who appointed the Clements and other commissioners are up for
re-election
